@MojangSupport On a real note, will we ever be able to use the pan cape in java edition? Maybe having it go the the account that people use after they play bedrock for the first time?

Unfortunately, Java Edition and Bedrock editions of Minecraft are entirely separate versions of the game and do not communicate in any way. As such, content such as capes, don't transfer between the editions. ^NS
