So @MojangSupport, this is probably a very unique problem with 1.18. A world download of an old server I was on had a datapack which for some reason, turned all the Bedrock into Barrier blocks, which prevented 1.18 from generating new caves. Not sure if that's fixable or not.

Unfortunately we're not able to offer support for mods or datapacks; simply because they're created by a third party, so we don't have enough information about how they work. I would recommend reaching out to the creators of that datapack to see if they can help out. ^NS
