Why am I not able to use texture packs that I paid for offline? I bought the City texture pack years ago and never had an issue. Now I just get a "checking download. This may take a few minutes" message that never ends.

I did that. You just apologized that I didn't receive my purchase even though I did receive it and have been using it for years. It's the City Texture Pack. One of the originals. It always worked online and offline until your crossplay update.
