Apparently you can't because Bedrock doesn't have skin servers and doesn't support NBT access with commands. Come on @Minecraft @MojangSupport ya'll need to give Bedrock more support with commands.
Hey Minecraft peeps, having a hard time giving myself custom player skulls on Bedrock edition. Anyone out there that can help?
