Since 1.13 @Minecraft has released updates without addressing the poor chunk optimization causing servers to stay on older versions to reduce lag. I've made a petition so hopefully they address these issues. @Mojang @MojangSupport chng.it/P6cwm4NL #FixMinecraftLag
