Did this change from under 13s to under 16s need consent? And is this being rolled out to all editions? Or is this -just- on JAVA realms?

This is for users under 16 years old, the Bedrock Editions have this as well ^AH

So what exactly is it asking me to do? I updated my account, i went to get "parental consent" and you want me to buy the game again apparently? and the GDPR thing if for the EU right? i'm in America. I'm thoroughly confused so please respond, thanks.
