If you've played a lot on Xbox, it could just be paused downloading the data. How long have you left it to download, and have you tried any troubleshooting so far, like reinstalling Dungeons on PC? ^LK

For a Minecraft Marketplace purchase, no. Marketplace content cannot be transferred from one account to another. For game licenses, it'd be up to the storefront that the purchase was made on (for example, Xbox purchases would go to support.xbox.com). ^LK
