This can usually be resolved by force closing the Play Store app, then attempting a download again after a restart. Make sure your mobile OS is updated to the latest version. Alternatively, you may be able to download directly from the Play Store site in your mobile browser. ^AM

If you're stuck on building terrain, this usually indicates a connection issue. Make sure your firewall/antivirus allows Minecraft permissions to read/write files and disable any VPNs you may be using. Are you playing on wifi or a hardwired connection? ^AM
