Unfortunately, this is a known issue with the latest update. Reinstalling should alleviate this issue. Be sure to back up your data!!!! We can't assist with lost save data, so this step is incredibly important. You can find how to do so here: bit.ly/3CWHxhF ^AM

Aqua Affinity can only be applied to helmets and is probably causing the conflict which doesn't allow you to apply it to an axe. ^AM
