It's possible that you're logging in using the wrong account and that's why you're getting this issue. Make sure you're logging in using the right credentials! If you need help with recovering it, you'll need to reach out to Support. ^BT

The Drowned error code indicates that you’ve run into an unknown error during sign in. Please fully close Minecraft, reset the device you're playing on, and attempt to log in again. If this doesn't work, please reach out to our Tech team at bit.ly/3uO21ER ^BT

You would've needed to purchased the account before December 2020 and migrated the cape in order to get the cape, sorry to say. ^BT
