Migrator capes are only available to Java Edition players who originally had Mojang (or Legacy) accounts, and have migrated. Any purchases after Dec 1, 2020 were Microsoft accounts to start out, so they aren't eligible for the cape. ^NS

Marketplace purchases will be available on both devices. However, you would need to purchase a separate copy of the game for your PC. Also keep in mind that worlds are saved locally; to access the same world on both devices, check out this article! msft.it/6015w6NfR ^NS
