Just like traditional console games, each device must own its own copy of Minecraft in order to play the game. Each platform operates independently, so unfortunately you will not be able to download a previously purchased version to a different platform. ^NS

Typically if the purchase failed, the charge won't go through; though banks sometimes display the failed transaction temporarily. Please see msft.it/6013ZKstW for more info. ^NS
