The Migrator capes are only available for players who purchased the game before December 1, 2020. Even if you had a Mojang account, if you didn't purchase the game before that date, you won't be eligible for the cape. ^NS

Blank Mojang accounts can't be migrated, since there is no Java profile to migrate. Thankfully this means you don't need to take any extra steps to migrate! ^NS
