Because Minecraft Windows and Java Edition are separate games from Minecraft Pocket and PS4 Edition, you'll need to purchase the relevant PC Edition (Bedrock/Windows 10 Edition to play with PS4 and Mobile) in order to play Minecraft on PC. I hope this helps! ^SA
