It looks like the gamertags are different in screenshots. If you are synced with the same Microsoft account on both devices, but don't see your Marketplace content on one, please contact us here help.minecraft.net/hc/en-us/… and we can take a closer look. ^SA

Because Minecraft on Xbox syncs with your Microsoft/Xbox Live account, downloading the Xbox app to you PC from the Microsoft Store and restarting your console could fix the issue. If this doesn't work, you can reach Xbox Live Support here beta.support.xbox.com/contac… ^SA

If you've synced your Pocket Edition with your Microsoft (Xbox Live) Account, you should see your Marketplace content appear in the PS4 version after syncing your account. It's important to note that you can only sync one PSN account with a Microsoft Account. ^SA
