Mehdi, there are over 22,000 munis, 3,143 Counties and 50 States. They all have elections and each have Town Clerks, County and State officials. State Legislatures legislate election laws for State and National Elections. Modern elections are cleaner than the past, but partisans have corrupted elections with gerrymandering, voter suppression, vote harvesting, and outright fraud. No fires though although there would probably just be a new election in such a case since no one would know the outcome if the original election unless the votes were counted and then burned because of the outcome.
