US invasion wasn't illegal whereas Putin's invasion of Ukraine was US had UN basis under the '91 AUMF. Iraq's failure to comply with weapons inspectors authorized member nations to enforce the original AUMF. UN 678 & 1441 were both adopted unanimously Meaningful difference
