G.W. was the useful fool for the real architects and senior criminals of that war - Dick Cheney and Donald Rumsfeld. Not that Bush's hands are clean, but Cheney should be more of a target than Bush.
Bush, Cheney, and Rumsfeld should have been tried. But 80+ yrs of global hegemony have created a bizarre American mindset that is extant among both parties that if our int’l interventions are well-intended (or, at least, can be thus framed), they ipso facto cannot be criminal.
