"is a ‘limited no-fly zone’ (something foreign policy experts have called for) a better option?" No. Enforcing a no-fly zone still requires the people enforcing it (presumably NATO planes) to shoot down planes that violate it (presumably Russian planes). Nuclear conflict bad.

These people aren’t serious to say the least. Do they seriously believe that Russian leaders will sit around or accept NATO or Americans targeting their military aircrafts, they’ll rather incinerate everyone including themselves & they will if cornered, stop this madness.
