To paraphrase Sun-Tsu, always leave your enemy an off-ramp or they will have nothing to lose and will fight to the death.
That “golden bridge”, didn’t include making sure NATO was off the table there by leaving the door open for the west to be at Russia’s boarder. Doesn’t matter to us but it does to them
