Michigan has only distributed 76.48 % doses of those received vs 88.95 % in Wisconsin, Seems like distribution is the problem not number available

I have to wonder the number of vaccines sent to Michigan vs Wisconsin which has the highest ratio of vaccines delivered per population. I thought vaccines were distributed by population?
