vgmdb.net's been doing this for years. they mainly cover physical releases but also have digital/streaming ones.

Good luck! As someone who loves game soundtracks and prefers to buy them legitimately when I can, I've always hoped for a resource like this. FYI, most of the soundtracks for the main series Pokémon games are on iTunes (don't know about other services).
