Quarantine is not 99.9% effective. 21,000 cases (70% of total cases) since border closure on 20 March '20 are directly & indirectly due to quarantine breaches & exemptions. Purpose-built quarantine facilities with rapid antigen testing on arrival & day-14 are required.

With about 1520 COVID-19 cases in travellers in quarantine so far this year and at least 17 transmission within or from quarantine that makes for at least a 1% " failure". So I agree it is not 99.9% effective even without counting the consiquential cases

Lock downs remain the only option until States & Territories follow Victoria's lead to build fit for purpose quarantine hubs. It is the only way to minimise Covid spread, open Australia's borders permanently, and rebuild the economy. Then argue cost % sharing later. @auspol

You do realise NSW has 5-6k people in Qt at any one time. Vic option offering 500 bed means not even 1 plan load of travellers a week.
