Quarantine is not 99.9% effective. 21,000 cases (70% of total cases) since border closure on 20 March '20 are directly & indirectly due to quarantine breaches & exemptions. Purpose-built quarantine facilities with rapid antigen testing on arrival & day-14 are required.

With SARS, countries decided to quarantine people out of the home. They realised the majority of transmission would be interhoushold (close proximity, shared facilities etc). This is what is needed with his high transmissibility & what other countries have used to good effect now

Why not home isolation with tracking bracelets and checks? This is by far the cheapest and most humane way to treat people. It's what countries who take human rights seriously have done. Why not recommend this? Why stick with a broken system?
