Ring Fencing is a term used to describe localised 'lock down'. It's effective when the threat is not homogenous across a city/state.

To put it another way- it’s a “virtual fence” drawn around the area containing a cluster of infections. Within that area, there is extra testing and contact tracing to find infections. People are asked to stay within the area, to reduce chance of spreading the infection further.
