Why test widely for Covid-19 in “hotspots”? Because symptomless carriers can be as high as 18%. When you add these to the pre-symptomatic cases ... you've got at least 40 per cent of cases not presenting with a symptom.

Three layers to the mask- water repellent material on outside; middle layer- polyester; and the side facing your mouth-breathable close weave cotton (e.g. Quilters cotton).

Online best option unless we get a single centralised quarantine location with experts in environmental cleaning, high air changes (unlike hotel rooms with sealed windows) to reduce secondary cases into community via quarantine hotel staff (thinking Victoria’s large cluster).

Youre mistaking management of an outbreak to be confined only to numbers. Management includes reducing community fear, and responding to lifting of restrictions when community spread is continuing even at low numbers.

cloth masks can’t provide medical grade mask protection and medical masks are in short supply globally. Not surprising WHO want to offer community some protection rather than none but you personally dont have to choose.
