There is a BIG difference between testifying in the narrative and answering questions under oath. Hunter would love to give a prepared statement with carefully chosen words that would portray him as a victim in front of the nation. He however would not do well under scrutiny if allowed to be questioned, as he should be, by Congress. That is where his and the Administration's fear is rooted. Real facts would be unearthed and they could possibly point to a much more concerning group of problems for the Biden family as well as others who are now only considered as fringe players in the game. I personally think that upon further investigation, and common sense leads me to this belief, that while as Vice President, Joe Biden could not have done all he has been alleged of doing without the knowledge and consent of then President Obama. Somehow I feel he is the man actually running the show, pulling the strings as it were. I have no evidence of this, but there would have had to be a lot of willful blindness if it were not evident to him during that time period. Any reasonable person would, I believe, conclude that his amount of plausible deniability is running very thin.
