Pretrial detention, as a result of the inability to pay bail, further decimates communities that have long been most impacted by mass incarceration, and the destabilization of households and families.
“Access to cash will no longer determine pretrial release. Instead, decisions will be based on the facts of each individual case and the risk an offender poses to the community,” Illinois House Speaker Emanuel “Chris” Welch said.
