Does DC have a local constitution like states? The US Constitution trumps local State Constitutions.

Whit is the residential part of DC not simply made a town in one or more of the neighborhood states. The governmental section, not originally intended for residential purposes is mandated, sure, but not widespread non-governmental residential uses.
