FBI officials were not acting autonomously when they knowingly and repeatedly acted against the American people. They may try the failed Nuremberg excuse of "simply following orders". Meanwhile those giving such orders remain in power, albeit behind the scenes.

Before he testifies would it be possible to pass legislation stripping any government employee of their benefits and pension if they are found to have willfully and knowingly violated the constitutional rights of any US citizen(s) and/or abused power to further a political cause?
