The article states: "Due to the pandemic, students have paid dearly and many remain off-track in math and reading." And why was the pandemic so severe, Congressman? That they didn't address, but Trump administration's dithering played a big part there, didn't it?

Schools weren't closed asshole. We changed platforms. And kids who did not have the sense of responsibility, or maturity to be trusted to attend online classes without supervision, are the ones who have suffered due to their own actions.
