Because they didn't know he had national security documents? He said he had turned them all over? He blew off a subpoena and a CI told them he still had some? Lots of reasons.

Can't you follow? He was asked to return the documents late last year. He returned SOME in January, claiming they were "all" returned. In June his attorney said there were no more documents. They tried to be accommodating, trump balked at every turn. Why is this so difficult?
