Jim, you forgot about "a well regulated militia." I'll explain...A well regulated militia is an organization with a hierarchy and a leader, such as an official military organization. You should know this, you're in Congress! Oh wait I forgot, you don't do anything in Congress!

You are aware that this Amendment was ratified in 1791 . The Second Amendment was proposed by James Madison to allow the creation of civilian forces that can counteract a tyrannical federal government.
