Because the Senate has now twice confined Russia interferes with the 2016 election. Because of gerrymandering. Because of voter suppression towards minorities and youth. Oh and because Trump has broken the law multiple times. If I have to follow the rules, so does the president.

The Constitution says that when a president is guilty of high crimes and misdemeanors - among them, taking gifts from foreign governments, or foreign and domestic emoluments - they Congress is to investigate this and oversee corrective measures - up to and including impeachment.
