Correct - the full reports of IPBES Assessments are always released after the Summaries for Policymakers. Full Report expected to follow in a matter of weeks.

Not a policy - a resource constraint. 25 person secretariat covering global work programme and 100s of experts operating on a purely voluntary basis.
