I agree. The focus of big reports like @IPCC_CH and @IPBES is on governance but should also include and focus more on society as top down approaches take so much time.

Indeed @IPBES is way ahead of @IPCC_CH on this, at least the scientific part and the uptake of the insight that it about supporting desired transitions out there rather than identifying the problem and arguing for top down solutions.
