I went orca watching in the Lofoten Islands ,the local economy was doing very with whale watching, sadly the nice new hotel who arranged the trip offered on the menu “Lofoten Burgers” made of, minke whale

So nothing ethical then, just done for economic reasons; if they had Japan's state aid, they'd carry on as usual. If they want any credit, their govt needs to make it a point of principle & ban it, otherwise, still likely to start back up as soon as it's profitable again
