No because you could eventually put everyone's name in the book and to prevent people from knowing your using it you could easily say for each death that they'll die in like 10 years to give yourself enough time to write names down.

Like the opposite of it. We couldn't oversee everyone at the same time and it's a just a matter of time someone gets paranoid and thinks that the only way to being killed ks to kill everyone else

Bad analogy, the Death Note is an unstoppable killing machine where there is no way to know who's dying from it before it happens. One of those times where Hard Drive politics ruins the joke.
