Everyone wants or expects it to be underground. That's why the devs gotta get real freaky with it and have the game take place outside of reality. When you purchase a copy of bioshock 4 you're given a tab of acid and that's it.

Some of Kim Stanley Robinson's books reference a city called Terminator, located on Mercury, which def sounds like Bioshock in space. It's built with giant tank-treads, so it's always moving with the sunset in order to keep temperatures at safe levels. It's so dumb, I hate it.
