Sources say that Persona 5 actually stole the idea from Tokyo Mirage Sessions # FE, but managed to finish their game first. However, Atlus chose to allow TMS#FE to continue using Shibuya, so long as the game would become a crossover with another of their IP's, Shin Megami Tensei.

Jet Set Radio was ripping off Persona 5 in 2000, that's inexcusable that they would rip off a game they knew was coming 17 years in the future to try to steal its popularity.
