I don't think that's what is happening. I think it's a hybrid coordinated effort during which certain aspects of DeFi will be protected and others the SEC etc. will assist in regulating to ensure there are consequences for those who violate.

Agreed, at smartcon one of many notable things @ericschmidt mentioned was to be careful when asking for innovation too early. Rightfully so because that can obviously stifle innovation and slow growth in general.
