Instead many professional Architects/Designers will submit a design and only one will be paid a very small fee for handing over their intellectual property. Network rail however then have the I.P. of every design that has been submitted in the competition.

It's a cheapskate punt when what it needs is a well considered thorough design process with experienced professional people receiving proper payment for their work.
