Because there aren't already creative and innovative bike parking solutions? I mean, I know the Netherlands is the other side of the world, or something, but I bet you could get there by train.

Build a properly accessible and secure bike shed within three minutes walk of every station platform that has space for sufficient numbers of non-standard cycles. Shallow pitch stairs with wheel track or ramped access. Then convert one carriage per 8 or 10 car train for bikes.
