As we announced back in January 2018, the achievement is no longer attainable due to the permanent shutdown of the My Steelport service, and there will be no further updates to the game.

This was cut content that was never available in the actual released game. If you play on PC, the fine folks over at saintsrowmods.com may be able point you toward a mod though.

We just checked and the server seems like it is currently up and working. Can you check again now? Also, what region are you in?

It's a 10 year+ old game and the patch cycle is long since over. Also, we could not patch the game even if we did have the time and resources, as we did not do the PC port and do not have the source code.
Unfortunately not. We no longer own the rights to The Punisher game after the original THQ bankruptcy auction.
