They DO go out of their way to assist you during the route, so at least some blame is on them.

Maybe for like the very end, but Frisk still chose to start it and could've stopped anytime all the way up to the last Core encounter before Mettaton. Chara only really told them how many they should kill, everything else was left to Frisk.

i mean, chara asking “since when we’re you the one in charge?” is a pretty good reason (but yeah i think the idea is that chara is just. wrong about them being in control)
