I originally disagreed with this opinion because I was concerned about the playerbase splitting, but the more time I spend talking to and being around less active players, people would play CTWW way more if it wasn't for the brutally difficult CTs that CTWW fans keep voting for.
I will always vote to not remove the retro tracks!! Imagine if there was a Worldwide option for Retro CT's + Nintendo tracks and how much better that would be for the new player experience

I really think if Rule Voting would resume development, all these issues would be fixed and there wouldn't be separation among the community either.

I don't really think it's gonna separate the community tbh.

I don't see how it wouldn't. The community is much smaller compared to other gaming communities. A prime example is just the inacitivty of Countdown. If they keep adding more search options, it'll get harder and harder to find players online. MK8 even has this problem.

Countdown hasn't split the playerbase, it's just dead. There are so many cases of players quitting or losing interest in MKWii because of the elitism surrounding old CTs.

What would Rule Voting do to help, genuine question

It'll allow more opportunities for gamemodes/character & track selection. It'll switch voting to a democratic system. So if the majority of the players in the room want X, X is more likely to get chosen.

As of right now for example if 11 players pick Jiyuu Village, but one person picks Mushroom Peaks, Mushroom Peaks still has a good chance of being picked. If it was a democratic system, I can assure you it would be Jiyuu Village getting picked, not Peaks.

Replying to @CiblesGD @Mayro2020
Also irrc VR Search would be enhanced more than it is now. (Although I may be misremembering) so more newish players have a better chance at getting paired with other newish players.
