Yes to complete a pacifist run you need to do neutral first

(spoilers) iirc you can kill ruins dummy and still do pacifist cuz it gives no xp, you can kill napstablook with hacks cuz he's never intended to be killed and gives no xp, asgore and flowey can be killed at the end because your save is reset before doing true pacifist
