I'm telling y'all youtubers, you need to invest into YouTube Shorts ASAP. This is going to be the next big thing and based upon my research on them, YouTube shorts are completely busted.

Nope you can use them with 0 subs. As far as I'm aware all you need to do is upload a 60 second video and use #shorts in the description
