The 1st Anniversary Tour is wrapping up in #MarioKartTour. Starting Oct. 20, 11 PM PT, let's race in the Halloween Tour! Fall is in full effect with pumpkins popping every which way. The next tour will feature a new course that'll be sure to get you in the seasonal spirit!

Yea they had a track from every Mario Kart game except for MKW and MK8 before this point.

the reason they are including it is because it was a mk7 retro, similar situation with pretty much every other track in the game since they are either mkds/7 nitro and retro tracks
